How about him using his instrument ticket for a local IFR flight so you can get on top of this WX to do your airwork. Perhaps a few miles over is severe clear and you can bang out some ground ref maneuvers or patterns; chances are that the entire state of florida isn't IMC.
Also if it's spring break, I'm guessing you have full control to whore

,(just an expression in this circumstance), yourself out to other instructors and times and get done. As long as your primary instructor is cool with some other guys knocking out the required items. This is a little harder to do as you approach the signoff and check ride. If I were you I'd have a 7am flight, 12pm flight, and 3pm flight scheduled, and if 2 get cancelled your still ahead of the game.
You think having to hang out at your college for spring break to catch up on flights is bad, try doing it over the entire summer. How's that for motivation
